Product Vendors Editing Question

Hello all,

I would like the product vendors of my store to be able to edit the file name / caption / description in the media library. Right now, the fields are greyed out (http://i.imgur.com/M0yzhKt.png). How can I change this so that users / product vendors can edit the description of the file they are uploading?
