Can you please explain more about your problem ? If you don’t want vendor to publish products, you can check “Submit Products” option from WooCommerce >> WCMp >> Capabilities(tab) to allow vendors to submit products for approval/publishing.

@authorzheng- Seems like I got your idea. You don’t want your site vendors to access the backend for creating products. Well, a solution for this already exists, check out the premium add-on: http://wc-marketplace.com/product/wcmp-frontend-product-manager/.
