I wasn’t able to access your site to check this. I tested the scenario locally and the ordering worked as expected for me.
Do you have any plugins active which might affect this feature? Anything that alters the default ordering feature might be to blame.
It’s hard to advise further without at least seeing a url I’m afraid.

Nonetheless, could you post your system status here? You can find it via WooCommerce > Status. Select “Get system report” and then “Copy for support”. Once you’ve done that, you can paste it here in the chat.
I also set this up on a bare bones site using Storefront and didn’t see the same issue, as far as I understand. It’s likely a theme conflict, but could also be a plugin or something else on the server.
If you wanted to go ahead and try, install a theme like Storefront or TwentySeventeen and use the live preview feature under Appearances to see if another theme has the same issue.
