Processing order in chronological order

So I have been googling around, and so far I have not been able to find an answer –
I am trying to implement a field which specifies what kind of card (card type) has been used in the “new order” email – I have some updated meta that can grab this from the order – but it is only updated on “payment complete”.

This is fine, so when the payment hasn’t been made yet, you don’t know yet.
But if the payment is payed at the same time as you are completing the order – I would like to know what sort of card has been used –

So my question is, in what order is a woocommerce order happening.
Is payment status run before new order email? or is new order email run first?
