Process HTML image tags, breaks inline background styles.

When using the total cache plugin, background images in inline styles break. it happens when loading a custom image from the customizer controls into the inline background style. See screenshot below.

Issue resolves itself when Total Cache plugin is disabled, but would prefer to use the plugin.

Happens that same way as from an issue a few years back.
