 * Do you have a passworded directory or something like that?
    It’s telling you 
   that the install error is on line 4, what’s on that line?

 * It’s saying there is a problem with the config file.
    Did you set that up correctly?
   And can you find out from your host what the open_basedir restriction is ?

 * Yes, I would contact your host about this. WP isn’t doing anything out of the
   ordinary.
