PayPal for WooCommerce was not designed for, and has not been specifically tested with GravityForms.

What I have tested (and use myself on my own website) is adding a Gravity form to a WooCommerce product using the WooCommerce GravityForms Product Add-Ons plugin.

This way the form gets included on the product screen and the user has to fill it out before they can add the item to the cart. Once the item is in the cart, though, the flow works through WooCommerce just like any other order, and PayPal for WooCommerce will work fine with that.

Again, though, this plugin is not designed to work as a checkout option for GravityForms directly.
