Hi:
Assuming that you have all the emails turned on in TICKETS->SETTINGS->EMAIL, you should install an email logging plugin. Something like SMTP POST or better yet, MAILGUN or SENDGRID. Those last two require accounts to be opened at those services but the logging is better.
Either way, once you have an email logging system installed, you can see from the logs whether the email was generated and sent but not delivered or not generated at all in the first place.
Knowing which one is happening will go a long with towards troubleshooting the problem.
