Problems – major

Hi, I’m having problems with my blog; which I recently am paying for a domain. I am trying to get plug-ins installed to use on my blog and when I go through the screenshot tutorials, the plug-in tab is not there at all. I am using a .com site. I really need to be able to install plug-ins as I wish to make money from blogging. I really need help with this, hopefully you can help.
