Problems every time I upgrade

    Every time I upgrade WordPress, new problems show up. this one is a repeat.
    all my names with eacutes, quotes and other special characters show up badly (degrade) on my blog. This is in posted stories, on Title, names, links, etc.
    I had to spend hours re-editing everything.
    Is there a simple way to correct this?
    Or do I have to do this every time there is a new version/upgrade?
    I upgrade through my cPanel’s Fantastico, and I do deactivate all plugins first and backup too.
