Problem with Ultimate preloader

Hi,
i already speak about this problem last year, the problem is still here.
I see the problem if i install autoptimizer and Ultimate WordPress Preloader By MagniumThemes last versions.

Each time i click on a page in the admin panel the page is loaded fine and automatically reload! it’s very annoying!

if i deactivate one of two plugins the problem disappear.
No problem detected in chrome console

I know that the problem should be that the preloader load his css in all admin page.
The developer said me that is your problem.
