Problem with greek encoding

Greetings,

I have a problem with encoding for gree klangage thta i can’t solve even figure out why…
I made my own css and xhtml template design i uploaded everything and everything is working jsut fine but the greek leeter appears to me as question marks. Just in the design, if i write in greek on a post it’s working but if i write directly in the html (like for a menu) it gives me question mark, i tried ot change encoding but nothing is working somebody can help me?
