Problem Loading Page – Secondary site in a MS Network

Hi,
I have created a Network of MS sites by using the following code in the wp-config file.

define('MULTISITE', true);
define('SUBDOMAIN_INSTALL', false);
$base = '/';
define('DOMAIN_CURRENT_SITE', 'www.lisabel.ca');
define('PATH_CURRENT_SITE', '/');
define('SITE_ID_CURRENT_SITE', 1);
define('BLOG_ID_CURRENT_SITE', 1);

I have created a non-root site ‘/en/’, but am unable to access its dashboard, I can access the site though but no Style.css is associated with it either.

I am very desperate to sort this out and am already out of time, will greatly appreciate who so ever can come to my rescue here.
