i am getting the same problem (both woocommerce and pesapress are the latest version), did any one found a way to work around it please reply I have a deadline from my client if any one has found a solution please share.

PesaPal only allows 1000 limit for free accounts. Amounts over 1000 will need to be approved by PesaPal which involves signing a contract with the PesaPal team. We are also working on our own integration that removes these limits and restrictions. But for now, the error you are seeing will have to be handled by the PesaPal team.
