 What you need to do is on Custom Filter, you need to set two filters.

First set the Filter for products with a price below 99 to be excluded.

Then click on Add New Filter. A new filter option will appear.

Now set the Filter for products with price above 400 to be excluded.

This will generate a feed with all the products priced between 99 to 400. Which means, the feed will include products with lowest price 99 and highest price 400.
