Jetpack requires access to the XML RPC file to work correctly and security plugins can sometimes block that access.
If you can share the URL to your site, we’ll have a look.

This file is kind of like a communication gateway to your site. Jetpack, the WordPress Mobile Apps, and other plugins and services will use this file to communicate to your site. If this is blocked, you will have other issues pop-up down the road for the same reasons.
If you are using any security plugins, please try connecting with those temporarily deactivated. If you don’t have any, or if that didn’t work, I would suggest contacting your hosting provider and asking them to unblock your site’s XML-RPC. The most popular hosting providers out there have managed to find other ways to protect their servers without having to hinder your site and your ability to use services with your WordPress.

I’ve already enabled the XML-RPC file on the site. However, I didn’t see the “complete setup” banner after setting up Jetpack. The reason for me to activate and connect Jetpack is I need to use Woocommerce Service.
Does it related to the XML RPC file?
Please advice!
I have checked with my web host that they didn’t block my site’s XML-RPC

At least according to tests from our end, Jetpack is working properly at https://shop.leipsyart.com now.

Yes, I am still unable to use use Woocommerce Service
Can you try deleting Jetpack specifically from the Plugins section of your blog’s Dashboard? Here’s how to: https://jetpack.com/support/reconnecting-reinstalling-jetpack/#reinstalling-jetpack
This will clear out Jetpack’s settings, and it should work properly after a reinstall.

Hi there,
When I run your site through the Jetpack debugger I still get an XMLRPC error. I saw earlier that you mentioned using the Wordfence plugin. Please make sure that Wordfence is properly configured to allow XMLRPC.
