Preserve user accounts & delete plugins?

Thanks for a great plugin. It saves a lot of time.

I have 2 needs for my development sites

Is there a way to preserve/recreate other users who are administrators, in addition to the current user?

I would also like to delete all plugins not just deactivate them.
