This ad belongs to Creative Market. There is one more ad which I saw, which belongs to Mojo Themes.
So, you said that this is not an ad. Could you tell me what is this? And why this banners are located on the official WordPress homepage?

This information is above our (un)paid grade but I’d guess that these companies have supported (or are supporting) WordPress in some way and this is by way of a thank you. Similar to the hosts listed on http://wordpress.org/hosting/
However, I will try to get a more definitive answer for you from someone more senior.
The Creative Market and Mojo Themes boxes were added to the homepage by Matt after they went 100% GPL with their theme shops. They are not paid advertisements.
If you have a theme shop that is 100% GPL, talk to Matt about it and he might add yours there too.
