Actually Ive played with it and it seems this is not a front end facing tool as I thought. its really for user roles with access to the Admin panel only. If Im incorrect please let me know. If I am correct I think this information needs to come out right at the first statement describing the plug-in.

So looking at your questions..
to use role-based-help-notes as a financial based on-line learning site is possible all the handling of payments/fees etc will need to be achieved via another route but so long as the users get WordPress roles added/removed from their account then Help notes will give access to the associated note area. How large a user base are you thinking of and how many notes ?
I want to create a tab in users area where they will have access to this tool.(so hoping for simple shortcode?
you only need to point a menu item to the Help Notes contents page and they will get access through that route.

I’m not sure I understand the question. If you mean can it be activated across all sites of a Mult-site network then the answer is yes through the standard WordPress network plugin activation.
On the subject of “is this plugin for the front-end or admin-side ?” The answer is both. However the editing experience will be always on the admin-side (as standard with WordPress). There are other plugins to enable a front-end editing experience, there was one even looked at for core but was dropped you could look into these.
also finally the title being “Pre-Sales”.. its a free plugin, the benefit of the extra paid for version is for emails of help notes diff changes but that’s all explained on the plugin site. For what you talk through the free version is all you need.
