Pre-building large site

Hello, I’m going to build a fairly large wp site (roughly 100 pages) There will be a good amount of pictures (for products). I need to build it not-live throughout the approval process. So, I would like some advice on the easiest scenario for building the site and then making it live. Some have recommended that I build it local. But I may have more people working on it. Plus I’d prefer that it be previewed somewhere before I make it live on their actual domain. Can I build it on another domain and not face too many issues with transferring it to the actual domain?
