As far as I remember, that was not allowed natively by WordPress, but you can use plugins like https://wordpress.org/plugins/wp-extra-file-types/ or https://wordpress.org/plugins/mime-types-plus/ to add it.
I have not upgraded to WP 5.x. I am running the last 4.9 version.
I had to make a change to a PowerPoint presentation slideshow that has been on my website and working well for about 6 months. When I try to upload the revised ppsx file to the Media Library, I get this message: “Sorry this type file is not permitted for security reasons.”
I installed the plugin that was suggested (WP Extra File Types), but it didn’t help.
I contacted my hosting service (bluehost) and found that they permit the loading of .ppsx files.
Don’t know what else to do. I need to get the file uploaded again. Help please.

Installing the plugin doesn’t initially allow the file, you have to add the file type in the plugin’s settings.
