Have you tired disabling any security plugins you may have?Sometimes plugins cause functioning problems with wordpress settings.Try deactivating any plugin that you may have, which is limiting file access and editing.
Deactivate all plugins, revert to Twenty Eleven theme and try again.
The only plugins that I had active was SEO and Google XML. I disabled everything and went back to Twenty Eleven and it still doesn’t want to save. Can’t I put it in the Postname instead of Custom? This is driving me nuts…lol
I am trying to go to Permalinks and choose Custom Struture. When I choose it and then save it, it jumps back to the one above which is Post Name.
That is normal behavior. The structure for any permalink choice shows in Custom Structure. If you choose custom structure and do not put in custom code, it just saves the structure for whatever button is checked.
There is something there. /%postname%/
Since this is already there, I choose Custome Structure, save, then it chooses something else on it’s own.

What custom structure are you trying to choose?
Custom structure will mirror the button that is checked above it unless you enter different custom data.
What are you trying to enter in custom structure? If it is this, /%postname%/
then it will jump to the Postname button because /%postname%/
is the code for postname permalink.
