When you say “child of another custom post type” i think you mean a page is child of a parent page since custom post types child does not exist.
However the plugin works with non-hierarchical structures, you may want to turn that off so the re-order show, more details on http://codex.wordpress.org/Function_Reference/register_post_type check with hierarchical which need to be set as false.

Thanks so much for replying.
Actually I do mean Child Post Types of other Post Types. I am not sure if this is a strange workaround implemented by the Toolset ‘Types’ plugin, or if it exists anyway, but I have certain Custom Post Types that are children of other entire CPT’s. The reason for this (although it’s a bit besides the point) is because within the child CTP, i create Custom FieldSETS and then, within the parent CPT page, i am able to create repeating custom FieldSETS (as the custom fieldSETS of the child CPT show within the edit screen of a new page of the parent.) Usually we can only creating repeating fields (as opposed to fieldsets).
Whew. Hope that made sense.
Anyway, i fear this means that the plugin doesn’t work/affect the child CPT, so my master plan has crumbled 😮
Let me know if you have any thoughts, and meanwhile i will take a look at the links you posted.

I believe your Toolset Types plugin implemented such functionality, however it’s not a core default for which reason probably it will not work. But you should double check it’s about child of custom post type or just means hierarchically enabled like pages, so disabling will make it to work.
Thank you! You were right in a way, because in order for the child/parent relationship to work in Toolset, the child Custom Post Type did need to be set as Hierarchical, which was preventing the re-ordering from working in my case.

Is there a way to only show the re-order option on certain custom post types?
Currently this is implemented only for Advanced Post Types Order plugin.
