Thank you for your response. We do not have Multisite installed. I am going to check for plugins that may be conflicting.
Can you please walk me through how I would verify against the database?

Do you have any membership plugins installed ? If you run this on the database using Control Panel –> phMyAdmin –> SQL you can see the Admin capabilities :
mysql> select wpd5_users.ID, wpd5_users.user_nicename, wpd5_usermeta.meta_key, wpd5_usermeta.meta_value from wpd5_users inner join wpd5_usermeta on wpd5_users.ID = wpd5_usermeta.user_id where wpd5_usermeta.meta_value like ‘%admini%’;

This is the response I received:
#1064 – You have an error in your SQL syntax; check the manual that corresponds to your MariaDB server version for the right syntax to use near ‘%administrator%’ LIMIT 0, 25’ at line 5

Deactivate UM briefly (Co-ordinate with your mate to publish something)
One it is deactivated, see if she can publish properly.

Thank you again for your response. It turned out that it was not UM. After deactivating all plugins, we determined that the Directorist plugin (https://wordpress.org/support/plugin/directorist/) seemed to be the one triggering the issue.
