This depends on the theme that you are using, try twenty twelve for example, and you can set up the title and description in Settings->General. There you should see “Title” and “Description”.
Also I think you’ll be better off by using the option “Front page display” with “Your latest posts” (try it…)
I don’t think I want to change theme at this point. If I changed I would have to start over with the presentation, etc. Too much work. Plus, I think every theme have there good and bad sides. I would surely find something I don’t like if I picked another theme.
I switch to “front page display” + “your latest posts” but I still can’t write a permanent text on top of the post/blog page.

I think @jnhghy was saying Twenty Twelve as an example, meaning that you need to tell us which theme you’re using and if it’s a theme we don’t support you need to contact the people who gave it to you.
