I’m using 3.6-beta2-24216 via SVN and I’m not seeing that on my installation. Can you try updating to a fresher version of the beta?

Also have you tried temporarily deactivating all of your plugins and switch to the Twenty Twelve theme? This step is just to see if there is a conflict that might be introducing that gap.

I am running the beta tester plugin. I need to wait till tomorrow for the new wordpress-latest.zip to be generated.

The theme should not make a difference but I changed it TwentyTwelve anyway and it was the same.

I disabled the plugin and it made no difference.

What about the add media buttons, do you see them?

Yep. It’s right below the post title on my screen.

Just checking that you are looking at the post formats status and aside.

Ok, I updated to 3.6-beta2-24227 I still see the same thing as in the screenshots.

I would say that the #titlediv should be hidden and not the #titlewrap.

They decided to hide the add media button on several formats for distinction and to avoid redundancy (for example, that and the video upload button for the video format). For aside it’s to help distinguish it from the standard post. There are a whole bunch of trac tickets regarding the UI, and I think they want to finish it before releasing beta 3 (this is why 3.6 is so late).

I think the extra space on status is so that things don’t move around as much when switching, and it’s partially filled when the permalink field once that’s added.
