Have you tried:
– deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the Twenty Eleven theme to rule out any theme-specific problems.
– resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.

I just deactivated the plugins but it didn’t seem to work except that it is now post count 15 instead of 18.
Previewed the 2011 theme but it still shows as 15 articles on homepage.
The category, archive pages is correct post count except homepage.

Deleted over 70 inactive plugins from wp dashboard, then checked homepage. Still shows as 15 post count.

Have you tried repairing your database?
Could the post count be hardcoded into your index page template?

Just repaired database via phpmyadmin and no difference.
Regarding post count being hardcoded, you will see from the index.php code
that no post count is mentioned.

This is happening to me too. I have 3.2.1 and have set the number of posts on the front page to 3 and it just shows them all.
I have no plug-in, just a fresh install of WP.
Ah, maybe it’s an issue with the wp updated version
