Post Box at Buttom of Each Category

I would like to add a post box at the bottom of each category page. Just like this page for example, where all the user has to be is logged on and have post access to that page/category to post.

Cant be that hard all these sites seem to run this way. Or perhaps I’ve misunderstood the concept of posting, perhaps I need a forum. Either way I need the users of a certain level to have author access and be able to post content and upload files without going into the dashboard.
