Where did you want to do this? If just in a static page, you could simply create linked text in that page.
You could add the portfolio project types to a custom menu, or a submenu. I see you have done that with Year.

Hoping to make an automatically generated tag cloud of sub-project types – under both “artists” and “venues” on the site. I’ve set up an “artist” project type, and under it, a list of artists. Same with venues.

As far as automatically generated, I’m not coming up with any ideas on that. It could be that you could create a new page template and write some php code to do that. It would require using a Child Theme and then some php knowledge. You would likely also want to create some CSS to style it.
The other thing that would be easier would be to create a plugin that then defined a shortcode that you could place into a page content area. You might want to post at https://jobs.wordpress.net/ and see what someone would charge to create that sort of plugin. I don’t think it would be that difficult, but the developer would need to have knowledge of the Jetpack plugin and interfacing with it.
