Portal for a countryside city (non profit)

Hello,

I want to build a portal for my city (non profit). It’s a little town of 5000 people in the country side and I believe that all the inhabitants would benefit of a portal.

The main sections I envision are:

• A directory of different business and services where we could create a page with details for each one and include the possibility to leave comments/reviews
• A News section that would highlight what will and has happened
• A section for visitors letting them know what is of interest for them
• A forum to foster communication and creating rights between citizens
• A history section explaining the history of the town (over 500 years) including historical figures that were born here

For that I’m looking for advice on which theme (free or commercial) would best suit the purpose. I have an Astra license with the 240 themes but I haven’t been able to find a theme that suits the requirements.
