Popup/under is blocked in chome sometimes

Hello, I use chome to work and have noticed the popup/under gets blocked once in awhile. Onclick should not get blocked. Is there a way to fix this?

Also, this is a popup. Is there a way to make it a popunder? Is there a way to fix this?
