We have double checked on our side and everything works as expected. I guess there may be some JS errors on your side which may affect on popups.

Sorry. The plugin was too problematic so I deactivated it.
I have a similar issue. If I do not check the “popup showing limitation” box, the popup works fine but shows up every time anyone goes to the homepage.
If I set the limitation to any numbers (e.g. Frequency = 1 & Expiration = 5), then no popup appears at all. Given the above configuration, I would expect the popup to appear once then wait 5 days before appearing again.
I have tested this on different devices some that have never accessed our homepage and still no popup appears.
It is currently set to Frequency = 1 & Expiration = 1 and no popup appears.
