I’m sorry you are having this trouble on your site. With this, could you please use the debugging process on this link to isolate any conflict: Test if a Plugin or Theme Interferes with Popup Maker
Kindly use the Health Check & Troubleshooting plugin on the debugging link and then activate the troubleshooting mode so you can safely deactivate your plugins and switch the theme to a default WordPress theme. Kindly see if the issue exists when just Popup Maker and default WordPress theme are active.

I tried other plugin and it worked good with it. I saw other topic about like my problem and I think it is something with the WordPress version, it begin after I update the site for newer versions of WordPress, themes, plugins and PHP version

Since you mentioned that the problem occurs after you have updated the WordPress to its latest version, then please always ensure that all forms of caching (browser, on-site plugins, or server-side caching such as Cloudflare) have been cleared/deleted/emptied to avoid this type of issues.
You may also try to temporarily disable the cache of Cloudflare or switch it off temporarily and check it again to see if the issue still persists. You can also reach out to your hosting provider – they should be able to assist you with this.
