I checked your site and found they are generating various javascript error as displayed in the attached screenshots which may be causing the PopUp not to work.

You can just try on your development site using default WordPress theme like Twenty Thirteen and deactivating all other plugins as displayed in the following flowchart to know which theme/plugin is generating these error messages
