Pop Up comments weird

    for some reason I cannot change the:

    Line and paragraph breaks automatic, e-mail address never displayed, HTML allowed: <b>

    <i> <strike> <strong

    listed under leave a comment. I checked the comments.php and the code to put this in is commented out. I removed it completely. I checked the comments-popup.php and there is nothing in there either. Where else can it be? I checked the index too.
