Are you 100% sure you’re in /wp-admin/network/plugins.php?
Odds are it’s a plugin conflict, then. Go in and rename the plugins folder to plugins-old.
I renamed the plugins folder to plugins-old.
No change.
Try mu-plugins.
If you’ve got access to that menu, you’re the super admin and everything should be fine. When it’s not, you go back to plugins, themes, and what did you change?
I do have one plugin that is required to be in the mu-plugins folder and I can see it on the plugins page but I don’t see a menu. I renamed the mu-plugins folder to mu-plugins-old.

What do you see?
visit /wp-admin/network/plugin-install.php directly. what happens?
I get the following text on the screen:
You do not have sufficient permissions to access this page.
Try searching for the following in your wp-config.php file:
define( 'DISALLOW_FILE_MODS', true );
If it’s there, remove it or comment it out.
Try searching for the following in your wp-config.php file:
define( ‘DISALLOW_FILE_MODS’, true );
I removed it and that did the trick.
The update button and updates are showing up now. (along with other stuff as well)
