[Plugin: WP Super Cache] no scroll bars in Safari and FF with cache on

This problem is killing me. Cache is working properly from what I can tell but once a cache page is servered the vertical scroll bars vanish in Safari and FireFox so the user cant see the whole website.
Why would this be the case and how do I fix it?!?!
