    This plugin did remove the taxonomy slug from custom taxonomy posts, but the slug still appears in all site urls. It only seems to rewrite/redirect the destination url so that it does not contain the base. In other words, all visible site links still retain the unwanted base. It is only removed after following/clicking the full link containing the base slug to the rewritten desination without the base slug.

    Yes, that is the intended functionality of the code.

    Based on the description, I was hoping it would remove the taxonomy base slug from site permalinks.

    O, no it does not. It just allows you to use the link to the taxonomy term without the base slug and it will redirect the base slug version to the non-base slug version.
