[Plugin: WP-Ban] Won't uninstall and redirects incorrect IP addresses

Just like this thread states:

WP-Ban will not uninstall and it sends SOME visitors to the old ban message I created.

I see there is a conflict between WP-Ban and WP-Super Cache but the majority of the people seeing this message have never visited the site before. A plugin that has been uninstalled for months should not be cached.
