 * okay, I think that I got it.
 * With cookies enabled, if you click on a certain tab on page, and you go to a 
   different site, then come back onto the tabbed page, it will remain on the same
   tab that you left it on.
 * If you have cookies disabled, the tab will automatically go back to the first
   tab each time the page is reloaded.
