    Have you enabled the browser cache and the various options on the browser cache settings page?

    This is my setting in browser cache

    General

    Specify global browser cache policy.

    (check) Set expires header
    Set the expires header to encourage browser caching of files.

    ( check) Set cache control header
    Set pragma and cache-control headers to encourage browser caching of files.

    (check) Set entity tag (eTag)
    Set the Etag header to encourage browser caching of files.

    (check) Set W3 Total Cache header
    Set this header to assist in identifying optimized files.

    (check) Enable HTTP (gzip) compression
    Reduce the download time for text-based files.

    (un check) Prevent caching of objects after settings change
    Whenever settings are changed, a new query string will be generated and appended to objects allowing the new policy to be applied.

    ( un check ) Do not process 404 errors for static objects with WordPress
    Reduce server load by allowing the web server to handle 404 (not found) errors for static files (images etc).

    404 error exception list:

    robots\.txt
    sitemap(_index)?\.xml(\.gz)?
    [a-z0-9_\-]+-sitemap([0-9]+)?\.xml(\.gz)?
    Never process 404 (not found) events for the specified files.

    CSS & JS

    Specify browser cache policy for Cascading Style Sheets and JavaScript files.

    ( check ) Set expires header
    Set the expires header to encourage browser caching of files.

    Expires header lifetime:

    31536000 seconds

    (check) Set cache control header

    Cache Control policy:

    cache with max-age (“max-age=EXPIRES_SECONDS, public, must-revalidate, proxy-revalidate”)

    All of those seem ok, I would need to evaluate your server personally to troubleshoot.
