[Plugin: User Role Editor] Other roles able to edit user role editor?

    I’m creating a website for a client but I to hide access to the ‘settings’ menu so they don’t accidentally break the site but I would like them to have access to add roles and change roles in the user role editor. Basically, I want them to have complete admin access except to the settings menu.

    Is this possible? Everything I try I keep getting “Only Administrator is allowed to use User Role Editor”

    Only user with ‘Administrator’ role can use URE plugin. It is hard coded feature.
    Just think, if user can edit roles, he can create user with access to the ‘Settings’ menu, create user, which can edit theme and plugins files. Eventually such user can become the superuser for this WordPress installation and to do just what he wants.
    Thus, if you think that user can break site, do not give him Administrator role.
