    There are several good plugins that change the picture size in the Twenty Eleven theme but fail to change the actual size of the header. That's because the theme ignores smaller images and defaults to 288px height.

    Work around using Upper Menu for Twenty Eleven

    After installing the plugin, entering new header image size and reloading the picture - too much white space.

    Edit upper-menu-for-twenty-eleven/upper-menu.css

    height: auto;
    margin: -10px 0 0;
    width: 100%;
    margin: -10px 0 0;
    border-bottom: 1px solid #ddd;

    This takes a bit of trial and error if you're code lazy like me.

    margin: -10px 0 0; - original entry is 43px. Changing it moves the bottom of the header up or down.

    margin: -10px 0 0; - tweaks the alignment

    border-bottom: 1px solid #ddd; - originally a dashed line which looks duh in that or any color.
