I’m trying to get the UK Cookie Consent plugin installed (http://wordpress.org/support/plugin/uk-cookie-consent), but it requires calls to wp_footer and wp_header. My theme, however, is a custom made one and doesn’t have a footer.php or header.php page.
If I place the footer code: <?php wp_footer(); ?> at the bottom of my main template, some text appears but it lacks any CSS and looks nothing like how it does in the screenshots of the plugin.
I lack the ability to code my own cookie consent banner so I’m wondering is there any way I can edit my theme to get this to work?

Have you tried to introduce a header.php and footer.php?
Why not ‘borrow’ one from say ‘twenty twelve-theme’, copy them to your [child]theme directory and see what happens.
If like you seem to suggest, already works, but is in need of some css:
– place a <div id="cookie-consent"> ...</div> around the code.
– in the css-file style as required.
<div id="cookie-consent"> ...</div>
