Plugin to create a user structure

I am building an app that will have the following user structure:

SUPER ADMIN (me) – can create and manage all users
TEAM ADMIN – can create and manage users within their team
USERS – members of a team

I want the team admins to be able to manage their users without seeing users from other team. So it will be a bit like Dropbox Business where Dropbox has lots of companies (Teams) using it, and within those companies the admins can create users to access the service.

Is there a plugin that will allow me to do this?

Would be create if it allowed me to manage licences i.e. control how many users, team admins can create.
