Plugin to allow/disallow user access to plugins

I need to turn off certain plugin access for certain users while allowing access to others –

Normally it seems that the plugins themselves seem to decide what is visible to which level of user – but is there a way to bypass this an assign user level restrictions on what can/can ‘t be accessed in terms of plugin controls from the dashboard? For example, I want a user to not be able to access Facebook integration settings but do want them to be able to see SEO settings.

I hope I’m making sense…
