    It’s probably a CSS problem… The menu bar in your theme likely has a z-index value that is greater than the z-index value of the widget popup.

    Change the z-index of the menu bar in your theme’s CSS to a number lower than 300, or in the petition plugin’s cc/widget.css file change the z-index values to something greater that whatever the number is for the the menu bar in your theme. For these values in the plugin, look at lines 71 and 80 in widget.css.
