What is the difference between logging in and registering? Also if someone is logged into Facebook and they come to the site can they comment on my wordpress site without logging into Facebook (since they are already logged into Facebook) or do they have to click the button that says “facebook?”

And once they do this once, do they have to do it each time, or will it recognize they have already done this and simply let them log in via facebook?

Logging in is logging into an existing account.

Registering is creating a new account.

For commenting, they have to click on the Facebook button at least once, to authorize your site to know who they are. After that, it will recognize them in the future.
