    That functionality would not be hard to achieve with some custom plugin development but it’s not currently provided by Role Scoper. Just make sure your solution filters the submission to prevent people from gaining Administrator / Editor role.

    I’m trying to get it so only those who have “subscribed” via PayPal can pick which group/role they are in.

    There are a few “premium” WP membership solutions (which will cost you one time and/or recurring fees) that may support that. It sounds like you’ll have to either go that route or hire some plugin development. If you already have the PayPal subscription process in place, modifying the Roles at Reg plugin to require it would be a short consulting task.
