    Depends on the caching plug-in. If the plug-in generates static versions of all pages, and never makes it to the super early “parse_request” hook this plug-in uses (as early as it has information about the requested page), than yes, the cache will be served before the plug-in gets it shoes on.

    Other caching plug-ins that do hit PHP / WordPress first should be compliant.
